Rogozin expressed this opinion during the SPIEF.

The head of Roscosmos noted that it is possible to fly to Mars only through the launch window, which opens every two years.
In this case, passengers will fly like “sprats in a bank”, he added: they will fly in one direction for nine months and wait for the arrival of other missiles with cargo for two years.

Roskosmos noted that for such a program it is necessary to launch at least 10 thousand rockets to the poles of Mars. Rogozin, in turn, expressed the opinion that “it will hardly be possible to blow up Mars, but the pretext for the launch of thermonuclear weapons into outer space is obvious.”
