Brussels stressed that they were dumbfounded by such a ban. Washington called it “an insult to human rights work around the world.” State Department spokesman Ned Price said the liquidation of Memorial reflected “a rapidly shrinking era of space for independent civil society, media and pro-democratic activists in Russia.” For nearly three decades, Memorial has researched the Soviet repression and created a detailed database with the names of the repressed.
