In the summer of 2023, the Russians intensified raids in migrant communities, during which they issued military summonses to migrants with Russian citizenship.
Russian President Vladimir Putin signed a decree strengthening the procedures for granting Russian citizenship to foreigners. It can be obtained in exchange for service in the Russian army on the territory of Ukraine, probably as part of attempts to force one to serve in the army.
This is stated in the report of the American Institute for the Study of War (ISW).
Putin's Decree of January 4 grants Russian citizenship to foreigners who have signed at least a one-year contract to serve in the army or in “military formations”, probably , volunteer formations and private military companies during “special military operations”.
The decree also provides for the granting of Russian citizenship to spouses, children and parents of foreigners serving in the Russian troops. We are also talking about reducing the period for foreigners to obtain Russian citizenship from three to one month.
Analysts recalled that in September 2022, Putin signed a decree to simplify the process of obtaining citizenship and abolish some mandatory conditions for foreigners who signed contracts with the Russian army.

“The January 4 decree likely aims to further streamline and simplify the citizenship application process while formalizing migrant recruitment efforts following intensified raids on migrant communities since the summer of 2023, during which Russian officials issued military summonses to migrants with Russian citizenship,” the ISW report said.
Recall that on New Year's Eve in St. Petersburg, security forces conducted a roundup of migrants from Central Asia in order to recruit “volunteers” for the war against Ukraine.
