Russian dictator Vladimir Putin is seeking to increase the recruitment of volunteers by partnering with pro-government NGOs (non-governmental organizations.
This was reported by Channel 24 , citing the American Institute for the Study of War (ISW). Analysts drew attention to his words during the “Everything for Victory” forum, organized by the “People's Front.”
How Putin Wants to Get More Volunteers
ISW points out that the “People's Front” is a political coalition of non-governmental organizations and political parties, which is supported by the Russian Ministry of Defense and the state, which is mainly led by “United Russia”.
Putin created the People's Front in 2011, when he was prime minister. The People's Front monitors the implementation of Putin's decrees and increasingly acts as an initiative for military assistance to servicemen.
Speaking at a forum in Moscow on Sunday, July 6, Putin noted the organization's contributions to the occupiers in Ukraine, such as the delivery of 110,000 UAVs and more than 14,000 vehicles.
Putin is likely trying to shore up public support for the Popular Front and the war to increase voluntary recruitment among Russian citizens. Putin's messages suggest the Kremlin is trying to combat the problems of voluntary recruitment and public support for the war, the report says.
Analysts suggest that Vladimir Putin is reluctant to announce another partial mobilization for fear of internal discontent and remains committed to advancing “covert mobilization” efforts.
Also, according to ISW, Russia's Federal State Statistics Service (Rosstat) has stopped reporting the number of deaths in the country. This is likely part of the Kremlin's efforts to conceal its losses in the war in Ukraine.
