Mongolia, which is supposed to arrest Putin, greeted him with all honors. This reception was a real blow to the International Criminal Court. Putin is already actively meeting with local leaders and is grateful for the invitation.

Putin crawled out of the bunker and went to Mongolia

On September 2, Vladimir Putin arrived in Mongolia, the country that is supposed to arrest the Kremlin dictator. Before his arrival, several demonstrators came out to the Mongolian Government Palace with a Ukrainian flag in protest. And the international human rights organization Human Rights Watch had previously called on Mongolia to ban Putin from entering or arrest him. Let us recall that Mongolia is a member of the International Criminal Court and formally must arrest Putin, who has been put on the international wanted list for taking children from Ukraine to Russia. Incidentally, this is Putin’s first visit to a country that has ratified the Rome Statute since the arrest warrant was issued. However, Putin was greeted with all honors, and on September 3 he plans to hold talks with Mongolian President Ukhnaagiin Khurelsukh. And now, the happy dictator is rushing down the red carpet to shake hands with the Mongolian president, who doesn’t give a damn about all his obligations. Putin kisses baby, accepts flowers while his troops kill Ukrainian children.

Mongolia Ignores Arrest Warrant

As we have already mentioned, the day before, in protest against the visit of Russian dictator Vladimir Putin to Mongolia, several demonstrators came out with a Ukrainian flag to the Palace of the Government of Mongolia. The photo was published by Radio Liberty. But the President of Mongolia demonstrated a real spit on international rules and with all honors, met the war criminal Putin on the central square of Ulaanbaatar. What is important is that in the third year of a full-scale war, this is the first time that the Kremlin dictator is visiting a country that is a member state of the Rome Statute of the ICC. Earlier, the spokesman for the Ministry of Foreign Affairs of Ukraine Georgy Tikhyi said that the Government of Mongolia dealt a blow to the International Criminal Court and the system of international criminal law, so they will work with partners on the consequences of such an act. Here is what Elena Viñoly, senior adviser on international justice at the human rights organization, said earlier.

“Mongolia would be violating its international obligations as a member of the International Criminal Court if it allowed Russian President Vladimir Putin to visit the country without arresting him. That no one, no matter how powerful, is above the law”

Who assured Putin of safety

But, as we see, Putin was not at all afraid to go to Mongolia, because he knew very well that instead of handcuffs he would be shaken by the hand. Earlier, Bloomberg, citing sources close to the Kremlin, reported that Moscow had received assurances from the Mongolian government: Putin would not be detained when he arrived in the country. Kremlin spokesman Dmitry Peskov also expressed confidence that such a detention would not occur.

“We have excellent relations with our partners from Mongolia. And, of course, all aspects of the president's visit have been carefully prepared.”

Russian political analyst Olga Kurnosova also says that there was no point in expecting an arrest, but how this stunt will end for Mongolia is still a question, the future of politicians is now under threat, because in the next elections those who received Putin may fail.

Why Mongolia made such a decision

Ukrainian observer Vitaly Portnikov noted that in the past, Khurelsukh was one of the key figures in the Mongolian People's Party, the same pro-Soviet party that ruled Mongolia during its decades of dependence on the Soviet Union, and which managed to partially retain its power after the collapse of the USSR. Officially, Mongolia is supposedly a democratic state, but its opposition now has virtually no influence on state policy. Mongolia is in a difficult situation. It has only two large borders – with China and Russia – and is forced to balance between two totalitarian states. And the leading publication on Asia-Pacific politics, The Diplomat, draws attention to the fact that Mongolia's energy dependence on its neighbors also plays an important role.

Purpose of the visit

In simple terms, Mongolia is trying to sit on two chairs. But another interesting point is why Putin suddenly went to another country that could theoretically arrest him? BBC writes that the official purpose of the Russian leader's visit to Ulaanbaatar is to celebrate the 85th anniversary of the joint victory of Mongolia and the USSR over Japan in the Battle of Khalkhin Gol. But Putin clearly did not go to watch the dance. There is information that certain economic agreements on cooperation in the energy sector may be signed there. But, obviously, the Russian president has another goal. By an unhindered visit to a country participating in the ISS, Putin will try to discredit the international tribunal and create a precedent, notes Ukrainian observer Portnikov. If he is never charged and returns to Moscow, this will mean that other states that have ratified the Rome Statute will be able to invite Putin to international events without serious consequences. Probably, Putin was looking for an opportunity to “humiliate” the international court since the ICC issued a warrant for his arrest. Russian political analysts also suggested why Putin actually went to Mongolia.

Ukraine's reaction

Let us recall that before the bloody dictator retreated to Mongolia, the Ukrainian Foreign Ministry expressed hope that the Mongolian authorities “will realize the fact that Vladimir Putin is a war criminal” and called for the Russian leader to be arrested and handed over to prosecutors in The Hague.

“The kidnapping of Ukrainian children is just one of the many crimes for which Putin and the rest of the military-political leadership of the Russian Federation must face justice.”

The day before, commenting on the visit of the Russian president, adviser to the head of the presidential office Mikhail Podolyak suggested on the air of the telethon that Mongolia would most likely not arrest Putin.

Why Putin needs this visit

And, according to Podolyak, “Putin is doing this deliberately.” Meanwhile, in a commentary on the RBC-Ukraine YouTube channel, politician, diplomat and historian Roman Bessmertny said that the refusal to arrest international criminal Vladimir Putin would have negative consequences for Mongolia. But even if he is arrested, it will be impossible to take him to The Hague. Also, according to him, it is necessary to look at the historical subtext, since this visit is connected with the results of military actions on Lake Khasan and Khalkin-Goli.

Although, what relation does the then Soviet Union have to today's Russia. If we talk about the true context, then in fact the Soviet Union showed its complete incapacity there.

Ignoring Mongolia

He stressed that in accordance with the Rome Statute and the decision of the ICC and the issuance by the prosecutor of the corresponding sanction for Putin's arrest, Mongolia is obliged to commit such an act, but in the current situation, this is ignored by the Mongolian leadership.

“What sanctions can this have? Of course, this will hit the authority of the ICC, this speaks of the inability of the international system to implement even those decisions that it itself generates, this will lead to a complication of relations between the ICC and Mongolia. Representatives from Mongolia were recently added to the ICC. It is possible that the question of excluding both the representative and Mongolia from the list of signatories and those who ratified the Rome Statute will be raised.”

What is happening in Mongolia

He stressed that Mongolia's ignoring of the demands it signed is another step in the destruction of the international order. Well, in the meantime, the Kremlin is reporting on the progress of the meetings between the dictator and the President of Mongolia.

“A meeting between Vladimir Putin and the President of Mongolia Ukhnagiin Khurelsukh has begun at the State Palace. The conversation is taking place in a yurt, a unique structure inside the palace, created taking into account the traditions and symbols of the Mongols. Before the meeting, Vladimir Putin left a note in the book of honored guests.”

The Russian press service reported that at 10 a.m. the conversation between Putin and Ukhnagiin Khurelsukh in a narrow format ended, and negotiations with the participation of members of the delegations are ahead. In turn, Putin once again thanked Mongolia for the invitation.
