Decisions on the awarding of titles to officials are made taking into account information from various sources. This was stated by Russian President Vladimir Putin, answering a question about the head of the Federal Penitentiary Service for the Irkutsk Region during the annual large press conference, which is broadcast on YouTube by TASS.

“It’s not that someone brought and put me some piece of paper, I was glad and signed it without looking. I look at any proposal of this kind, relying on information received – I want to emphasize this once again – from different sources, ”the head of state explained.

Thus, Putin commented on the question of TV presenter Ksenia Sobchak about conferring the rank of general on the head of the Irkutsk Federal Penitentiary Service Leonid Sagalakov, who was previously accused of threats of torture against prisoners in the region.

So, the publication “Taiga.info” wrote that in April 2020, Sagalakov personally arrived at the Angarsk IK-15, where before that there had been riots. According to one of the prisoners, the head of the UFSIN shouted threats against those serving sentences. “You will all ***** [fuck around],” the newspaper's interlocutor quoted Sagalakov as saying. After that, he noted, the security forces began to pour water over the prisoners and beat them.

In addition, it is known that during the period when Sagalakov was the head of the regional UFSIN, torture took place in other colonies of the region: SIZO-1, SIZO-6 and IK-6. Criminal cases were initiated on these facts.
