This opinion was expressed in a comment on the LIGAnet YouTube channel by the former Minister of Foreign Affairs Pavel Klimkin.
“Putin can use [nuclear weapons] in one case – in the event of a threat to today's Russian regime,” he said.
According to Pavel Klimkin, the changes to the Russian nuclear doctrine have one logic – a deliberate “negative uncertainty”, when an attack on Russian territory with the support of a nuclear state or a country that the Kremlin considers an “enemy” leaves Moscow the right to make “any decisions”.
For security in Europe, according to Pavel Klimkin, Europeans will need to decide on a global “nuclear umbrella”.
“Without this, it will be very difficult for Europeans to feel safe. And it is very important for us to become part of these projects,” he concluded.
Recall that Russian President Vladimir Putin signed a decree on the foundations of the state policy of nuclear deterrence, approving an updated nuclear doctrine, which expanded the category of states and military alliances by which nuclear deterrence is carried out. In addition, aggression by any non-nuclear state, but with the participation or support of a nuclear country, will be considered their joint attack on the Russian Federation.
