Publishers asked Roskomnadzor to write a Telegram fine for refusing to remove books

The Internet Copyright Protection Association (AZAPI; represents the interests of Eksmo-AST, Azbuka-Atticus, Alpina Publisher and other publishers) appealed to Roskomnadzor with a request to bring the Telegram messenger to justice for not deleting prohibited information. Publishers accuse Telegram of not deleting pirated copies of books and blocking the channel distributing them, in violation of the court's interim measures, Vedomosti reports, citing a letter to AZAPI.

The reason for AZAPI's appeal was Telegram's refusal to remove the book “History of the Russian State. Between Asia and Europe ”by Boris Akunin (AST publishing house) and Alive in the dark by Mike Omer (Eksmo publishing house). According to the publication, the court took interim measures for these measures, according to which the owner of the resource must restrict access to the content within 24 hours. Member of the board of the association Maxim Ryabyko confirmed the appeal to Roskomnadzor and called Telegram one of the largest sources of book piracy on the Russian-language Internet.

The provision of the Code of Administrative Offenses, according to which publishers ask to bring Telegram to justice (part 2 of article 13.41 of the Code of Administrative Offenses of the Russian Federation), provides for a fine for legal entities from 800 thousand to 4 million rubles. Roskomnadzor can either draw up a protocol on an administrative offense, or issue an order to Telegram before drawing up the protocol, the owner of the Katkov and Partners law firm Pavel Katkov told Vedomosti.

Note that this summer the Eksmo-AST group filed the first lawsuit against Telegram due to the failure to remove pirated copies of audiobooks. AZAPI board member Maxim Ryabyko noted that the association wants to gain a “critical mass” of court decisions in order to open the possibility of blocking Telegram for multiple violations.
