It is important to monitor the PESEL UKR status to avoid problems crossing the border.
The procedure for crossing the border with minors who have temporary asylum in Poland (PESEL) was explained to Ukrainians UKR).
This was reported by the publication Yavp.pl.
As a result of the war, many Ukrainian families were forced to leave the country and find temporary asylum in neighboring countries, in particular in Poland. For those who received temporary protection status (PESEL UKR) in Poland, the issue of crossing the border with minor children becomes important.
For Ukrainians with temporary asylum in Poland (PESEL UKR), two documents are required when crossing the border: an electronic Diia.pl certificate in the mObywatel mobile application and a valid passport. These documents allow not only to cross the Polish border, but also to travel around the Schengen countries.
A paper certificate of assignment of a PESEL UKR number, obtained from the Polish administration, is not valid for crossing the border, since border guards do not recognize it as a basis for entry. Only adults (18+) and minors from 13 to 18 years old can download the program.
The father or legal guardian of a child under 13 years of age who applied for PESEL UKR must enter information about the child in his profile in Diia.pl. If he has already received a household card, the electronic certificate becomes inactive for both him and the child. Detailed instructions on how to do this are here.
If the Diia.pl electronic certificate becomes inactive, one of the child's parents or guardians can receive a household card for the child on the basis of family reunification, in accordance with Article 42, paragraph 13 of the Special Act of 12 March 2022 “On Assistance to Citizens of Ukraine in Connection with the Armed Conflict”. This will provide a legal basis for the child to enter Poland.
Citizens who have applied for a household card but have not yet received a plastic document may lose their PESEL UKR status at any time. This will result in the loss of the right to enter Poland with an electronic Diia.pl certificate. This may happen because the cancellation of temporary asylum (PESEL UKR) occurs on the day of a positive decision to grant a residence permit in Poland, and not at the time of receiving the plastic household card confirming this permit. The Voivodeship Offices for Foreigners do not report the date of the decision.
Also, if the child will cross the border from Poland to Ukraine or from Ukraine to Poland accompanied by other adults (relatives or acquaintances), then these accompanying persons must have a notarized permission for the child to travel abroad from both parents or each of them separately.
Recall that Poland is proposing that Germany deprive Ukrainian refugees of financial benefits.
