Moscow was surprised by Pashinyan’s decision.
Armenian Prime Minister Nikol Pashinyan, during a conversation with the self-proclaimed President of Belarus Alexander Lukashenko, said that he would not come to Minsk on November 23 for the CSTO session. For the first time, Armenia refused to participate in a session of the Collective Security Treaty Organization.
This was reported by the press service of the Armenian government with reference to the country's Prime Minister, who spoke on the phone with the self-proclaimed head of Belarus.
For the first time since 2009, when these sessions began, Armenia will miss a CSTO event.
Prime Minister Pashinyan informed the President of Belarus that he would not be able to take part in the meeting, and expressed the hope that the CSTO partners would treat this decision with understanding.

How they reacted in Moscow
Judging by the statement of the press secretary of Kremlin head Vladimir Putin, Dmitry Peskov, Armenia’s decision there came as a surprise.
“If this is really so, then you can regret it… The CSTO still remains relevant,” Peskov said.
Let us add that in October 2023, Vladimir Putin spoke on the phone with the Prime Minister of Armenia Nikol Pashinyan and stated that he was ready to visit the country.
At the same time, Armenian President Vardan Khachaturian officially approved the ratification of the Rome Statute of the International Criminal Court, according to which the country pledged to implement all decisions of the International Criminal Court, in particular to arrest the dictator Putin.
