Oschadbank was fined for non-competitive terms of service of the Card of Kiev resident

The Antimonopoly Committee of Ukraine collected a fine from the joint-stock company State Savings Bank of Ukraine – JSC Oschadbank, because the bank violated the legislation on the protection of economic competition.

We are talking about the bank's abuse of its monopoly position when participating in the project Municipal Card Card of Kiev.

The Committee found out that the bank was the sole participant in the project and within it independently established the procedure and conditions for opening and maintaining card accounts.

& # 8212; In the period from June 2016 to December 2021, the bank put forward the condition for receiving the Card of Kiev resident the obligatory connection of the paid SMS-informing service. Also, during the same period, when registering cards in the remote banking system (Web/Mobile-banking (Sberbank 24/7), the paid SMS-informing service was automatically activated. At the same time, the bank did not offer the best, competitive service conditions for Kartka of Kiev, & # 8212 ; reports the AMCU.

Oschadbank was the only bank participating in the project Municipal Card Card of Kiev, the owners of the corresponding cards were forced to agree to its terms and suffered financial costs.

Having analyzed the materials case, the Committee considered it a violation:

activation of a paid SMS-informing service as a prerequisite for obtaining a Kiev resident's Card;
requirements for connecting a paid SMS-informing service to access the remote banking system;
service in within the project Card of Kiev.

For these two violations, Sberbank must pay a fine of UAH 503552.

When determining the amount of the fine, the Committee took into account that Ankh has already terminated the violation, did not deny the fact of its commission and cooperated with the Committee in the consideration of the case.
