Vasily Nebenzya, Russia's Permanent Representative to the UN, accused Ukraine of non-compliance with the Minsk agreements. He is quoted by RIA Novosti.
According to him, Kiev has not fully complied with a single item of the set of measures for the implementation of the Minsk agreements. He recalled the fifth paragraph, which calls for pardon and amnesty by enacting a law prohibiting the prosecution and punishment of persons in connection with the events that took place in certain areas of Donetsk and Luhansk regions of Ukraine.
“How does it look in this context that even with respect to those who are subject to the exchange of prisoners of war, Kiev has not stopped criminal cases and there are examples of repeated detention?” – declared Nebenzya.
He also pointed to the eighth point, according to which modalities for the full restoration of socio-economic ties, including social transfers, should be determined.
“And finally the most important thing. Has a constitutional reform been carried out in Ukraine, has a new constitution entered into force, which presupposes decentralization as a key element? ” – he asked. Nebenzya stressed that paragraph 11 of the set of measures provides that this should have happened at the end of 2015.
Earlier, Nebenzya accused France and Germany of complicity “in Kiev's crimes against the population in Donbass.” “Those who support only one side within the Ukrainian conflict and, contrary to the facts, indulge its painful fantasies of Russian aggression, cannot call themselves mediators. You, gentlemen, are rather accomplices of the crimes committed by Kiev against the population of Donbass, ”he said.
The armed conflict in Donbass has been going on for over six years. In April 2014, the Ukrainian authorities launched a military operation against the DPR and LPR, which proclaimed independence from Kiev after the change of the central government. Ukraine accuses Russia of occupying part of Donbass and supporting separatism. The Russian side rejects these claims. The 2015 Minsk Agreements provide for a constitutional reform coordinated with representatives of Donbass in Ukraine, local elections and the provision of a special status to the region.
