The secret instructions plan ways for NATO to simultaneously engage in so called high-intensity conflict under Article 5, where the allies must protect each other, and also outside the scope of this Article.
According to a senior NATO official, NATO allies will be encouraged to invest in capabilities needed for collective defense, such as heavier forces and better air and missile defenses. The guide will also highlight the need for greater investment in digital upgrades and highlight the need for comprehensive use of data collected from the forces. Following the adoption of the instructions, NATO military commanders will define in detail the requirements for each Ally over the coming months.
NATO also wants to increase defense spending. Such a goal will begin to be discussed during a two-day meeting of defense ministers in Brussels.
