The publication's sources said the network of satellites is being built by SpaceX's Starshield division as part of a $1.8 billion exploration contract. The contract was signed with the National Reconnaissance Office, the intelligence agency that operates spy satellites.

If the program is successful, the intelligence capabilities of the United States will be greatly expanded. The US military can identify targets for strikes almost anywhere on Earth.

The publication's sources said the contract shows the intelligence agency's growing confidence in the company, which itself has caused controversy with the administration of President Joe Biden.
