Ian Bremmer, an American political scientist and founder of the consulting company Eurasia Group, said that Musk himself confessed to him about Putin's readiness “for negotiations.” It is noted that the dictator is ready for negotiations, but only if Crimea remains occupied by the Russian Federation, if Ukraine recognizes Russia's illegal attempt to annex the Lugansk, Donetsk, Kherson and Zaporozhye regions. Putin also demands a form of permanent neutrality from Ukraine.

According to Bremmer, Musk said that Putin had told him that these goals would be achieved “no matter what”. In particular, with the possibility of using nuclear weapons if the Armed Forces of Ukraine enter Crimea.

On October 3, Elon Musk on Twitter made a number of scandalous statements about Ukraine, which amounted almost to a call to capitulate to the Russian Federation.

In particular, he proposed to “give” Crimea to Russia, hold new pseudo-referendums in the occupied territories and oblige Ukraine to supply water to the Crimea.

Musk also said that Russia is conducting a partial mobilization, because “Ukraine's victory in a total war is unlikely.” In addition, he wrote that “in the eastern regions, the majority of the population prefers Russia.”

On October 7, Musk wrote that he was “a fan of Ukraine, but not the Third World War.”

Human rights activist, director of the Institute for Strategic Studies and Security Pavel Lisyansky believes that Musk could have made his scandalous statement about Ukraine at the suggestion of the Russian special services, recruiting public opinion leaders around the world.
