According to the Information and Security Service (ISS), foreign citizens collected information to destabilize the situation in the country, provoking a violent undermining of the constitutional order. They pretended to be ordinary tourists, but their activities were coordinated by foreign sabotage centers.
The SIS also noted that the foreigners were part of a collusive network of political technologists working outside the country.
