The second month of summer will bring many changes to Ukrainians, including in terms of mobilization. Dii plans to launch reservations for those liable for military service, and it will now be possible to cross the border by showing the QR code of the military registration document.
Media and TV also expect changes in July, in particular, the share of the Ukrainian language on air and in print media will increase.
Due to the increase in electricity tariffs, subsidies will be transferred automatically, which means there is no need to go anywhere. However, there is also bad news – some Ukrainians will not receive pensions in July.

Mobilization in Ukraine
Early July Dii plans to launch reservations for military personnel. At the moment, in order to book an employee, the employer must submit paper applications, collect signatures and wait weeks for the result.
– This will change it. The process will be fast, transparent and without the human factor, and the result will be in an hour,” noted Minister of Digital Transformation Mikhail Fedorov.
At the first stage, critical enterprises and companies working for the needs of the Defense Forces will be able to book their employees online. The manager will receive a response about the reservation in Dii, and the person’s information will be updated in Reserve+. By the way, at the end of June a mobilization reservation status appeared in Reserve+.
Ukrainians liable for military service will face another change in July. Thus, from July 16, summonses sent by mail will be considered served.
— A registered letter arrives, the person either receives it against signature, or refuses, again, against signature. Or the letter is returned and thus it is considered that it was delivered… If the person was not physically present and the letter is returned, then the mechanism of an administrative offense is triggered, explained the speaker of the Ministry of Defense Dmitry Lazutkin.
Proper confirmation of the notification of a reservist or a person liable for military service about a call to the district (city) TCC in the case of sending a summons by mail will be considered:
- day of marking the refusal to receive the postal item in the postal message;
- day of marking the absence of a person at the address of residence, reported by this person to the TCC when clarifying military registration data;
- day of marking the refusal to receive the postal item in the postal notification;
- the day of marking the absence of a citizen at the address of the declared or registered place of residence in the manner prescribed by law, if this person has not informed the TCC of a different address of residence.

In July, men, according to the resolution No. 648 On the implementation of a pilot project to provide administrative services to citizens of Ukraine in the field of migration outside Ukraine, abroad will issue passports without military documents.
In July, men liable for military service will be able to present a QR code of their military registration document when traveling abroad.
– In particular, this applies to the presence in military registration documents in paper or electronic form of information indicating the grounds for exemption from mobilization or exclusion from military registration for health reasons. Let us remind you that from May 18 this is an additional condition for crossing the border of certain categories of citizens, — noted the speaker of the State Border Service of Ukraine (GNSU) Andrey Demchenko.
In addition, from July 1, Ukrainian part-time students and those receiving a second or third higher education can be mobilized.
This is stated in the new version of the law on mobilization preparation and mobilization, which came into force on May 18, 2024.
We are talking about persons who:
- study by correspondence;
- receive a second (bachelor's) or third (master's) higher education;
- who is studying at a level lower than what they have already received.
Payments for IDPs from July 1
In July IDP payments will continue to be received by internally displaced persons who are automatically assigned assistance. First of all, we are talking about people who cannot work, care for children, are seriously ill, have disabilities, have no income or have low income.
Also, those displaced persons whose application for extension of assistance was accepted will also receive funds from the state.
The amount of payments for IDPs has not changed:
- for persons with disabilities and children – 3,000 UAH;
- for other persons – 2,000 UAH.
Money will arrive 15th and 28th of every month.
Pensions: who will not receive the money
In July, some pensioners in Ukraine will remain without payments due to the fact that they have not passed mandatory identification, noted in Pension Fund of Ukraine. This applies specifically to those persons who received IDP status before February 24, 2022. However, the receipt of payments can be resumed by going through the specified procedure.
This can be done in several ways – the pensioner independently chooses a method convenient for himself:
- this can be done in person at any service center of the Pension Fund or at a branch of Oschadbank;
- via video conference: for this you must submit a corresponding application;
- on the PFU electronic services web portal, logging in through Diyu. Signature;
- in diplomatic institutions of Ukraine abroad – at the same time, after passing identification, the pensioner must transfer documents about this to the Pension Fund. This can be done through the PFU web portal or sent by mail.
Tariffs for electricity, gas and water
After June 1 the price of electricity has increased, no changes are expected yet. Thus, Ukrainians will have to pay 4.32 hryvnia per kilowatt-hour. As for the night tariff for light, it is now 2.16 kilowatt-hours.
Gas prices for Naftogaz consumers, as last month, will amount to UAH 7.96 per cubic meter. For other users the cost is different and is — from 7.70 to 9.99 UAH
The cost of water in some localities of Ukraine may increase. Local authorities in these territories have been given the authority to determine prices for this important service. But large cities received a ban on increasing tariffs.
Subsidy from July 1
Due to the increase in electricity tariffs, the amount of housing and communal subsidies and benefits will be transferred automatically, notes Ministry of Social Policy. That is, there is no need to apply anywhere else.
— We also remind you that a subsidy is provided if a family pays more for utilities than the mandatory payment determined for it. The mandatory payment amounts remain unchanged. That is, in fact, you will pay the same amount as you paid before the tariff increase. The difference will be compensated by the state, writes the department.
B The Pension Fund of Ukraine writes that since the increase in the electricity tariff occurred on June 1, the amount of the transferred subsidy will be reflected in the payment for June, which recipients will be credited next month – July.
Ukrainian language in the media and on TV
From July 17, there will be more Ukrainian on TV, noted at website of the Commissioner for the Protection of the State Language. Thus, the use of non-state languages and broadcasts will be allowed only in constant expressions, short phrases or individual words used by program participants, broadcast live, except for the hosts (announcers) of the program.
However, the total duration of such replicas should not exceed 10% of the program. All speeches, interviews, comments, explanations, questions, individual remarks, etc. in the state language must be translated, duplicated or voiced into Ukrainian.
– New requirements to increase the presence of the Ukrainian language on television are an important step to strengthen the status of the state language in the information space. Now viewers will have the opportunity to consume even more content in their native Ukrainian language, — noted Taras Kremen.
Since July 16, all print media in Ukraine are required to have a version in the state language.
Thus, according to Article 25 of the Language Law, on the website of the Commissioner for the Protection of the State Language it is indicated:
- The presence of a version in the state language is required for all print media in Ukraine. If there are versions in other languages, they must have the same title, content, volume and printing method, and their issues must have the same serial numbering and be issued on the same day.
- Distribution by subscription of printed media issued in a non-state language is permitted provided that the possibility of subscribing in Ukraine to the same publication in the state language is ensured.
- The founders (co-founders) of print media are obliged to produce, publish and deliver legal copy of documents (numbers (issues) of print media) in the state language in the manner prescribed by law.
- In each distribution location (newspaper displays in the subway, train stations, supermarkets, gas stations, etc.), print media in the state language must make up at least 50% of the print media distributed in that location .
- In the place of distribution of printed media published in a non-state language, there must be such media in the state language.
The requirements of parts one, two and paragraph two of part four of this article do not apply to print media published exclusively in the Crimean Tatar language, in other languages of the indigenous peoples of Ukraine, in English, in another official language of the European Union, regardless of whether they contain they are texts in the state language and in scientific publications, the language of which is determined by Article 22 of this Law.
Thus, from July 16, 2024, the language of local print media will be Ukrainian.
Taxes for individual entrepreneurs and value added
In July, the sizes of the minimum and maximum ERU will remain unchanged:
- the minimum size of the unified social contribution is 22% of the minimum salary — 1,760 hryvnia per month,
- the maximum size of the unified social contribution is 22% of 15 minimum wages — 26,400 hryvnia per month.
At the same time, the single tax for groups 1 and 2 is tied to the minimum wage and the cost of living for able-bodied persons, which today is 3,028 UAH.
That is, when we are talking about the single tax (UT), then in July:
- Individual entrepreneur of the 1st group pays 302.80 hryvnia — this is 10% of the subsistence minimum for able-bodied persons;
- Individual entrepreneur of the 2nd group pays 1,600 hryvnia — this is 20% of the minimum wage;
- Individual entrepreneur of group 3 has a fixed EH at the level of 2023 — this is 3% of income for VAT payers and 5% of income — for VAT defaulters.
In addition, from July 1, 2024, the inspection period for budgetary reimbursement of value added tax will be reduced, writes State Tax Service of Ukraine.
Thus, taxpayers entitled to budget compensation in accordance with Art. 200 of the Tax Code of Ukraine and who have submitted an application for the return of the budget refund amount, receive it if agreed upon by the regulatory authority based on the results of a desk audit conducted within 20 calendar days following deadline for filing a tax return or clarifying calculation (in case of submission).
And if such documents were submitted later — on the day of their actual submission and in accordance with the requirements specified in Article 76 of this Code, and in cases determined by paragraph 200.11 of this article, — based on the results of the inspection specified in such paragraph, in accordance with the law.
The supervisory authority has the right within 40 calendar daysfollowing the deadline for filing a tax return, and if this document is submitted after the deadline – on the day of its actual submission, conduct a documentary check of the taxpayer in accordance with subclause 78.1.8 of clause 78.1 of Article 78 of this Code.
Until July 1, 2024, the supervisory authority has the right, within 60 calendar days, to conduct a documentary audit of the taxpayer following the deadline for filing a tax return, and if it is provided after the deadline – according to the day of its actual submission.
Support for Ukrainians in Poland
From July 1, 2024, the system of support for Ukrainians in Poland will change.
What will change for refugees from Ukraine:
1) The period of temporary protection for citizens of Ukraine will be extended from June 30, 2024 to September 30, 2025.
2) At the same time, from 2025 it will be possible to change the status of stay from the current temporary protection to a temporary residence permit for a period of 3 years.
3) From July 1, 2024, the support system for Ukrainians will change:
- financing assistance related to accommodation and food for Ukrainian refugees (those in a particularly difficult situation) will be possible only on the basis of a signed agreement with the competent voivode or local government authority acting by order of the voivode;
- the rules for reimbursement of expenses for accommodation and food in collective accommodation centers will be changed, which will ensure a more efficient collection of subsidies due than now;
- payments related to compensation for the costs of accommodation and food for refugees incurred by owners of private housing will not continue;
- financing for photographing for documents and one-time financial assistance in the amount of 300 zlotys will cease;
- compulsory schooling will be introduced for children of Ukrainian citizens, and the payment of assistance “PLN 800 plus” will be associated with the fulfillment of this obligation, starting from the 2025-2026 school year.
4) Temporary protection will be extended to two additional categories of foreigners:
- minor children of Ukrainian citizens,
- minor children of spouses of Ukrainian citizens who do not have Ukrainian citizenship.
5) Citizens of Ukraine who live in Poland and have the appropriate education will be able to provide psychological services to Ukrainian refugees.
