FSB building on Lubyanka
The Russian Ministry of Internal Affairs, the Federal Security Service (FSB), the Federal Service of the National Guard of the Russian Federation, as well as Roskomnadzor may be empowered to block a number of websites. This follows from the decree of the government of the Russian Federation on amending the order of October 2012. The document was posted on Monday, September 6, on the federal portal of draft regulatory legal acts.
Explosives and Weapons Making Sites
We are talking about online pages, in particular, disseminating data on the methods of self-production of explosives and explosive devices, as well as on the illegal manufacture and conversion of weapons.
The criteria for assessing the need for blocking will be developed within the framework of an interdepartmental order.

The decree was signed by Russian Prime Minister Mikhail Mishustin. The developer of the document was the Ministry of Internal Affairs of the Russian Federation.
The draft was prepared in connection with the introduction of amendments to the Law “On Weapons”, which tighten control over its circulation. Changes were proposed after the shooting in Kazan gymnasium No. 175 in May this year.
Ilnaz Galyaviev on May 11 staged an explosion and shooting in a Kazan school, from which he was previously expelled for academic failure. Nine people – seven children and two teachers – were killed. Over 20 more were injured. Galyaviev admitted his guilt.
