There have been reports in Western media about the allegedly Ukraine was given limited permission by the administration of United States President John Biden to carry out strikes on targets on Russian territory. This is according to a new report from the Institute for the Study of War (ISW).

American media, citing sources among US officials, reported that Biden allegedly approved a change in Washington's policy regarding allowing Ukraine to use the provided weapons, including GMLRS missiles. However, we are not talking about longer-range ATACMS missiles to strike “counter-fire targets” against Russians attacking in the north of the Kharkov region.

U.S. officials and people with knowledge of the policy told Western media on May 30 that the Biden administration had quietly given Ukraine permission to use U.S.-provided weapons for “counter-fire purposes” against Russian forces carrying out attacks in the northern Kharkiv region. in the ISW report.

According to The New York Times, Secretary of State Antony Blinken asked Biden to lift restrictions on Ukraine. Meanwhile, The Washington Post reported that another US official said the US had not placed any restrictions on Ukraine's use of US-provided air defenses to shoot down Russian missiles or fighter jets over Russian territory “if they pose a threat to Ukraine.”

“It is unclear how far into the Belgorod region the United States allows Ukrainian forces to strike with US-provided weapons, or whether Ukraine will be allowed to strike the concentration of Russian forces and equipment in the Kursk and Bryansk regions,” the ISW report says.

The Institute noted that Russian military targets beyond the immediate border with the Kharkov region are also legitimate military targets. But long-term restrictions on Ukraine's ability to strike targets elsewhere in Russia are hampering Kyiv's ability to defend against Russian aggression.

It is noted that the Russian Federation still uses certain places inaccessible to Ukraine, from which the occupiers can cover military forces before they get close enough to Kharkov or enter another part of Ukraine. Moreover, Moscow will continue to benefit from any location as long as Western states continue to impose restrictions on Ukraine's ability to defend itself.

ISW continues to insist that the United States must allow Ukraine to strike all legitimate military targets operationally and deep behind Russian lines with weapons provided by the United States.
