Kyiv Mayor Vitali Klitschko told how the capital is preparing for a possible state of emergency.
– The capital's critical and social infrastructure facilities are in preparation for work in a possible emergency. Kiev is a large metropolis. And it has an extensive and complex life support infrastructure, the stable operation of which in an emergency is the most important task, the mayor said.
According to him, the efforts of the authorities are aimed at preventing or overcoming possible provocations, as well as to withstand a possible military attack.
Klitschko said that he found opportunities in coordination with NPC Ukrenergo in order to provide additional electricity generation at the CHPP.
– December-January, 3-4 blocks are in constant operation. This allows to ensure uninterrupted power supply to Kiev. First of all, medical institutions, critical infrastructure enterprises, social institutions,” he said.
Also, the city authorities created fuel reserves and installed power generators for uninterrupted operation of the city management systems and the capital's thermal power plant for a period of up to 10 days in an emergency.
“Enterprises are provided with guaranteed uninterrupted communication in case of lack of mobile communications and the Internet,” the mayor specified.
In addition, the capital has improved the warning system, which covers both the personnel of city services and the population.
Klitschko claims that a new warning system has been developed, which has no analogues in Ukraine – they want to allocate about UAH 11 million from the city budget for its construction.
In Kiev, the number of shelters has tripled in recent years, the mayor claims.
– In total, the fund of protective structures of civil protection includes more than 500 storage facilities and about 4,500 dual-use structures (underground parking lots and passages, deepened metro stations, basements and semi-basements), he said.
Vitali Klitschko said that today the forces and means of civil protection of Kiev (municipal services, emergency services and others) are: 13.5 thousand personnel and more than 780 pieces of equipment. The forces of the territorial brigade are also deployed for the defense of Kiev.
For the evacuation in the capital, special commissions have been created that work at the level of the Kyiv City State Administration and in each individual district of the city.
– The plan for the evacuation of the population was approved. It determines the location of prefabricated evacuation points, the amount of transport needed, and safe areas to accommodate the population. For two weeks now, thematic exercises have been going on with teaching staff and parents at schools. Instructions have been developed on how to act for various institutions, taking into account the specifics of their work – medical institutions, schools and kindergartens, social protection institutions and others, – the mayor summed up.
