Kazakhstan names country where Azerbaijani plane's black boxes will be decoded

This was reported on Sunday, December 29, by the Ministry of Transport of Kazakhstan.

The report noted that in accordance with the standards of Appendix 13 of the Chicago Convention, it is the state that conducts the investigation that ensures the reading of the records of the flight recorders and makes the decision on the choice of the country for reading and decoding the “black boxes”.

The Ministry of Transport of Kazakhstan noted that this decision was made taking into account the recommendations of the International Civil Aviation Organization and consultations with the aviation authorities of Azerbaijan and Russia.

“The Commission for the Investigation of the Aviation Accident, headed by the Minister of Transport of the Republic of Kazakhstan Marat Karabayev, made a decision to send the on-board recorders (black boxes) to the Brazilian Event Center (CENIPA), which is also the country of manufacture of the Embraer aircraft,” the statement said.

The department added that the institution in Brazil has the necessary technical capabilities, appropriate equipment and a certified laboratory to read them.

Recall that Azerbaijani President Ilham Aliyev said that the Azerbaijan Airlines plane was taken out of control using electronic warfare (EW) systems and fired upon from the ground on Russian territory, near Grozny, which led to its crash.
