“I Can't Sleep at Night”: The Price of Peace in Nagorno-Karabakh According to Azerbaijan's assurances, on October 28, 2020, Armenia fired at the city of Barda with banned cluster bombs. At least 20 civilians were killed. Both sides deny the use of such shells, but human rights organizations have confirmed their use. As a result of the peace agreement, the regions occupied by Armenia in the 1990s returned to Azerbaijan. But residents will be able to return here only after the territory is cleared by unexploded ordnance.
