According to Tishkevich, Belousov is close to the Gref-Kiriyenko group (German Gref is the head of Sberbank of the Russian Federation, Sergei Kiriyenko is the first deputy head of the Presidential Administration of the Russian Federation and the general director of Rosatom). According to the expert, such personnel changes allow Putin to resolve policy issues in Africa.

“The African Corps will be under the wing of the Main Directorate of the General Staff (without the minister’s attempts to take it for himself), but in close cooperation with Rosatom and a group of technocrats (the Gref-Kirienko group),” says Tishkevich. < /p>
