Strange public proposal by the head of Chechnya Ramzan Kadyrov negotiating with the Ukrainian government for personal gain is a sign that the Kremlin may be involved in the POW negotiations to offset reports of Russian mistreatment of Ukrainian prisoners of war.
This is stated in the report of analysts from the Institute for the Study of War.
“Kadyrov's proposal undermines the Kremlin's authority. Russian milibloger and member of the Kremlin Human Rights Council Alexander Kots criticized Kadyrov for “using prisoners of war as a commodity for personal purposes.” Kadyrov likely negotiated with the Ukrainian government independently of the Kremlin , when he claimed that he paid Ukrainian intelligence services to return his racehorse Zazu in May 2023,” the experts noted.
Recall: Kadyrov offered to release 20 Ukrainian prisoners of war if Western sanctions were lifted from members of his family, including his mother and daughters. Kadyrov allegedly handed over the list of names of prisoners of war to Scott Ritter, a former UN inspector for monitoring the elimination of Iraqi weapons of mass destruction. He arrived in Grozny on January 4.
Head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine Kirill Budanov noted that statements through the media look strange to him.
“If a person wants to solve something, he knows how and who to contact. If he doesn’t know, they will tell him, but believe me, he knows. And offer through the media: “lift the sanctions from my family” to third countries and give me my horses that are in another state – this is a little strange, as for me,” Budanov said.
