ISW analysts explained Putin's order to increase the army

On December 1, the dictator signed an order providing for an increase in the size of the armed forces from 2.039 to 2.209 million people.

Russian dictator Putin's order to increase the size of the army means that the Kremlin formally accepts the current final number of Russian troops, rather than trying to increase its armed forces.

This opinion was expressed by analysts at the Institute for the Study of War ( ISW ).

On December 1, the dictator signed an order providing for an increase in the number of armed forces from 2.039 to 2.209 million people, and the total number of combat personnel will increase from 1.15 to 1.32 million people.

In September 2022, the Russian government announced that 300 thousand people would be mobilized into the armed forces in accordance with Putin's decree on partial mobilization. Already on November 29, 2024, NATO Secretary General Jens Stoltenberg stated that Russia had already lost 300 thousand people killed and wounded in the war in Ukraine.

In turn, volunteer recruitment, partial mobilization, and Russian losses in Ukraine likely explain the net increase in military personnel by 170 thousand people between August 25, 2022 and December 1, 2023. Thus, Putin's December 1, 2023 decree likely establishes 2.209 million as the new official workforce rather than mandating a significant increase in the overall size of the Russian military.

Let us recall that it was previously reported that the Russian Ministry of Defense proposed changing the health requirements for conscripts for military service “taking into account the experience of a special military operation.”

In addition, we previously informed that in the Russian Federation women began to go to rallies even in Moscow, because if their men are returned back from Ukraine, it is only in a package .
