Iran has published its final investigation report on the crash of a Ukrainian passenger plane in Tehran in January 2020. This is stated in the message of the Iranian Civil Aviation Organization. The report is presented in two languages at once – Farsi and English, each takes about 140 pages.
The document says that the blame for the incident lies with the operator of the air defense system. It is indicated that “the plane was incorrectly identified as an enemy target by an air defense unit in the suburbs of Tehran, after which two missiles were fired at it.” The immediate cause of the disaster is called a rocket explosion.
This happened, in particular, due to the relocation of the air defense system, after which changes in the coordinates of potential targets were not taken into account. Because of this, the operator believed that the plane was flying on a different trajectory. It is emphasized separately that the technical condition of the installation was not the cause of the error.
It is also noted that the operator fired missiles without receiving a response from the coordination center before. It is indicated that the higher authorities did not receive his messages about the potential threat at all. The operator's name is not called.
Earlier, Deputy Foreign Minister of Ukraine Yevgeny Yenin said that Iran did not give Kiev the names of those involved in the crash. Prior to that, it was reported that the Iranian government had decided to pay compensation in the amount of $ 150,000 to the families of the victims.
A Boeing 737-800 of Ukraine International Airlines crashed after taking off from Tehran airport on the morning of January 8. 176 people were killed, including citizens of Iran, Ukraine, Canada, Great Britain, Germany, Sweden and Afghanistan, as well as nine crew members.
