MOSCOW, September 1. / TASS /. The federal law establishing the obligation of operators to obtain the consent of citizens for the dissemination of their personal data on the Internet came into force in Russia.

As the press service of Roskomnadzor explained to TASS, it strengthens control by citizens over the circulation of their personal data, and also grants the right to demand the removal of their data from any resource within three days if the distribution is illegal. “A person will not need to prove the illegality of the operator's actions, the burden of proving the legality is shifted to the site owners – both when responding to the demands of citizens and later in court,” the department said.

They explained that consent must be taken by all Internet resources on which the dissemination of personal data takes place.

The law determined that for the dissemination of data it is necessary to obtain “explicit consent, and not any, but in a form that corresponds to the order of Roskomnadzor.” This allows a person to control the dissemination of their personal data, precisely determining the place where data about him will always be reliable and relevant.

The operator, in agreement, must indicate the purpose of data processing, their list, the period of validity of the consent, as well as the categories and list of information that the user prohibits transferring to third parties.

Anton Gorelkin, a member of the committee of the lower house of parliament on information policy, explained to TASS that the consent form was developed by Roskomnadzor, and since July 1, a special service has been operating on the regulator's website that will allow the owners of such sites to form the desired template and agree it with Roskomnadzor specialists. “If you did not give the service your explicit consent to the dissemination of your personal data, or you see data in the public domain, the dissemination of which you did not give, then under the new law you have the right to demand their deletion within three days. I also advise in this case in parallel write a complaint to Roskomnadzor, “he said.
