INTERFAX.RU – The Ministry of Digital Science proposes to conduct an experiment from October 1, 2021 to October 1, 2022, on the placement by individuals of their biometric personal data in the Unified Biometric System (EBS) through an application for a mobile phone, smartphone or tablet; they will be able to remotely receive banking services, take online sessions and conclude contracts for communication services. The corresponding draft government decree has been published on the portal of draft regulations.
According to the project, the participants in the experiment will be the Ministry of Digital Security, the Federal Security Service, the Ministry of Education and Science, the Department of Transport and Development of Road and Transport Infrastructure of Moscow, the Bank of Russia; operator EBS (Rostelecom); Moscow subway; universities; banks carrying out the placement of information in the EBS; telecom operators; citizens of the Russian Federation who agreed to participate in the experiment and have a passport with biometric data.
The Ministry of Digital Science told Interfax that citizens who independently registered in an application specially developed for mobile devices and passed through the procedure for submitting two types of biometrics – voice and face – will have access to a wide range of digital services in government agencies, banks and other organizations.
“At the moment, it is planned that the list of available services with biometric identification of citizens through self-registration will include: remote banking service and expedited service in branches, biometric payments (up to 1 thousand rubles), online session delivery in higher educational institutions, remote conclusion of contracts communications, access to sports facilities, as well as to the territory of bodies and organizations that have joined the experiment. In addition, mobile biometrics will allow you to pay for travel on the infrastructure of the Moscow metro and the Moscow Central Ring, “the Ministry said.
According to the ministry, for self-placement of biometric data, citizens will need to download the Biometrics application and enter it using their verified account in the Unified Identification and Authentication System (ESIA). At this stage, you must also give your consent to the collection and processing of data in the Unified Information System, after which an encryption key is generated to protect the channel, and the application can start uploading a photo and recording a voice in accordance with the quality control requirements.
In the future, the information system will verify the collected biometric samples with the data contained in the biometric passport, and also check the quality of the data loaded into the application. Based on the results of the check, the result is communicated to the citizen and a corresponding notification is sent.
“An important feature of the Unified Biometric System is a high level of accuracy in identification – the system simultaneously analyzes voice and face samples using Liveness technology. This approach allows detecting fake biometric data in a digital channel and completely eliminating illegal access to the biometrics of registered users,” the Ministry said. …
The ministry expects that the ability to independently submit their biometric personal data to receive services in a remote format will expand the scope of the EBS to new industries and make digital services more accessible for all categories of citizens, including those living in remote areas, as well as for the elderly and people with limited mobility. citizens.
The ministry recalled that earlier, to implement the possibility of self-registration by citizens of their biometric data in the EBS, a draft law was developed, however, the FSB of Russia announced that it was not ready to support it at the moment, including in connection with the need for a more detailed study of issues related to the technical implementation of the process on the placement by citizens of their biometric data through a mobile application, and the need to form a threat model before the adoption of the bill.
“In this regard, the Russian Ministry of Digital Science, at the suggestion of the FSB of Russia, organized work to conduct an experiment on the placement by individuals of their biometric personal data through a mobile application in order to test its functionality, form a threat model and prepare technical implementation,” the ministry explained.
