Estonian Foreign Minister Margus Tsahkna wrote about this in an opinion article for the Financial Times.

According to the Minister, Ukraine needs means to confront the aggressor on the battlefield. And for this, the West must provide support constantly and in large quantities.

Margus Tsahkna proposed Ramstein coalition participants were annually allocated 0.25% of their GDPfor military assistance to Ukraine. Tsahkna emphasized that Estonia has already made this decision. “Others should join us,” says an Estonian diplomat.

Until Moscow does this, the West must find a way to use frozen Russian assets. The burden of reconstruction in Ukraine must be borne by the aggressor, not the free world.
