How to confirm the length of service for receiving a pension without a work book

Due to a full-scale war, it is not uncommon for people to leave documents or lose them during an evacuation. However, the state has mechanisms to confirm the length of service without a work book.

The labor book is the main document confirming the length of service until January 1, 2004, before the entry into force of the Law of Ukraine “On Compulsory State Pension Insurance”. However, even without it, there are several ways to confirm your seniority.

Confirmation of seniority without a work book

Since 2004 in Ukraine for retirement introduced the insurance experience, confirmed according to personalized records stored in the Pension Fund.

If a citizen has lost his labor or it contains inaccurate data on periods of work or there are no necessary records, he can confirm his work experience with other documents. In particular, he can provide the Pension Fund with:

  • certificates of the enterprise;
  • extracts from orders;
  • personal accounts and information on the payment of salaries;
  • certificate and characteristics from the place of work;
  • employment contracts and agreements with notes on their execution;
  • other documents containing information about periods of work.

    These documents can be published at the place of work, service, study, as well as archival institutions. However, if they are not preserved, you can confirm the experience with membership cards of trade unions. However, we note that this confirms the periods of work for which there are marks on the payment of membership fees.

    If all written evidence of labor activity that gives the right to a pension has not been preserved, the Pension Fund authorities can confirm the length of service on the basis of testimonies. They should be from two people who would have known the applicant while working together at the same enterprise, institution or organization.

    How to get a pension in the absence of experience

    Citizens who do not have official work with 2004, and therefore not included in the category of insured persons, can receive a pension. It is necessary to conclude an agreement on voluntary participation in the system of compulsory state social insurance. Such contracts are of two types:

    • with a monthly payment of a single social contribution concluded for at least a year;
    • a lump-sum payment of a single social contribution for the past period, but not earlier than from January 1, 2004.

    The amount of the unified social contribution paid on a monthly basis cannot be less than the minimum insurance contribution. Today it is 1430 hryvnia. With a one-time payment of a single social contribution, the amount for each month without work experience is twice as much. Payment is made in one amount within 10 calendar days from the date of signing the contract.
