Quota 2 for admission 2024 — it is a specially allocated proportion of public places in higher education institutions intended for candidates from certain social groups. The establishment of this quota is intended to provide all citizens of Ukraine with equal access to education, regardless of the conditions resulting from hostilities.

Quota 2 upon admission: who is eligible

Quotas allow applicants with positive exam results to apply for a budget place. They provide an advantage to certain categories of citizens who are allowed to enter universities based on interviews.

Who has benefits under quota 2 upon admission:

  • Residents of territories that were temporarily occupied as of February 24, 2022.
  • Persons who moved from the occupied regions after this day.
  • Residents of areas that were assigned the status of active combat zones as of July 1, 2024.
  • Citizens from areas where occupation by the Russian Federation ended after January 1, 2024, as well as those who moved from these territories during the year of admission.

Volume of places according to quota 2

At least 10% of vacant budget places are intended for quota 2, but at least one place in the specialty.

In universities that have transferred their activities (temporarily relocated), as well as in educational institutions in some regions, the share of the quota can reach 40% of the total number of budget places.

Persons who did not qualify for the budget competition under quota 2 can take part in the competition under general conditions in accordance with the results of the points received.

How to apply for quota 2

In order to apply for quota 2, you need to create your own electronic account of the applicant and indicate the preferential category. In addition, you need to enter the document number, which confirms the applicant’s benefits. To do this, scanned copies of it are uploaded to your account. An applicant must register on the educational institution's website to undergo an interview.

Candidates wishing to take advantage of quota 2 must submit to the admissions committee the necessary package of documents, including:

  • papers confirming residence in the occupied territories, or the fact of movement;
  • VNO certificates or Unified State Examination results;
  • other documents that may be required for admission to the chosen specialty.
