Foreign IT companies will be called to order, and their Russian counterparts will have more opportunities for development. In short, this is one of the main ideas of the new, already the second package of measures to support the domestic IT industry, which was approved by the government. There are 62 events in total.

– The action plan was formed with the participation of leading Russian IT companies, industry public organizations and the United Russia party. It is aimed at solving several key tasks: increasing demand for domestic IT solutions, ensuring accelerated digital transformation of economic and social sectors, creating comfortable conditions for doing IT business in Russia, the government said in a statement.

These are the main measures that are contained in the document.

– stimulating the transition of schools to Russian software.

– teaching talented students of grades 8-11 programming languages.

– introduction of a requirement for teachers and university professors to communicate with schoolchildren, students and parents only through Russian messengers and video communication programs.

– providing doctors and teachers with Russian tablets.

– development of proposals for the introduction of electronic prescriptions for medicines.

– creating conditions for attracting foreign IT companies and IT specialists to Russia, including – simplified obtaining a residence permit and preferential mortgage.

– Creation in Russia of the Institute of IT Ombudsman (defender of the rights of IT specialists).

– Creation of a fund to support the development of video games that popularize Russian culture and history.

– the introduction of a “digital tax” for foreign companies. In November, the Ministry of Finance, the Ministry of Finance and the Federal Tax Service must submit proposals to the government in order for such a tax to appear in our country. In short: now international IT companies (Google, Facebook, etc.) pay taxes at their place of registration, mainly in the United States. The government wants them to pay taxes to the Russian budget, since they make money on our market. The main problem is to find out exactly how much money from the total profit of the same Facebook was earned in Russia. Over this and will smash the head of the department.
