For the first time in Russia, fines were applied for not connecting to the National Domain Name System

On the website of Moscow magistrates judges, records began to appear on the registration of administrative cases against companies that did not connect to the National Domain Name System (MET). The requirement has existed since early 2021, but until now nothing was known about the penalties for non-compliance.

The requirement to connect to the severance tax refers to the law on “sovereign runet” and is mandatory – this is how a guarantee is given that in the event of disconnection of the runet from the global network, the uninterrupted operation of the Internet will continue in the national segment. The system works in such a way that it turns the site address into an IP address, duplicating the existing domain name system. According to the law, for non-compliance with the requirement, fines are provided in the amount of 60 to 100 thousand rubles.

According to experts, companies do not want to connect to the system, due to the opacity of its regulation and the lack of data security guarantees. As noted by the expert Philip Kulin, it may be easier for companies to “pay small fines” than to join the severance tax for all these reasons. Also, many experts emphasize that there is a fear of surveillance among companies.
