Internet giants have not confirmed their readiness to localize the databases of Russian users. This is the second penalty for Facebook and Twitter due to localization refusals.

The Tagansky District Court of Moscow fined the WhatsApp messenger and social networks Facebook and Twitter for refusing to localize the databases of Russian users. For WhatsApp, the fine of 4 million rubles was the first, Facebook and Twitter received repeated fines of 15 million and 17 million rubles, respectively. This was reported on the Roskomnadzor website on Thursday, August 26.
Roskomnadzor indicated that Facebook had already paid the first fine, but Twitter had not. The department said that foreign companies are required to ensure the recording, systematization, storage and retrieval of personal data of Russians using databases on the territory of the country.
In December 2019, amendments to the Code of Administrative Offenses of the Russian Federation were adopted, which toughened the liability for violation of the requirements for the storage of personal data. As a result, the initial fine for legal entities for such violations began to range from 1 to 6 million rubles, and for a repeated one – from 6 to 18 million rubles. However, Facebook, WhatsApp and Twitter have not confirmed this localization. Twitter and Facebook have already been fined 4 million rubles for this violation in February 2020. At the end of July 2021, Google received a fine for refusing to localize Russian data.
