Experiment on free access to socially significant sites was extended until December 1

Moscow. July 8. INTERFAX.RU – The Ministry of Digital Science has extended the experiment on free access to socially significant sites until December 1, the ministry told Interfax.

The experiment was launched on April 1, 2020 and was extended several times, most recently until June 30. The list of socially significant information resources within the framework of the experiment includes 391 sites. As reported, the participants in the experiment were Rostelecom, MTS, Vimpelcom, Megafon and ER-Telecom Holding on a voluntary basis.

“The head of the Ministry of Finance Maksut Shadayev signed an order to extend the experiment until December 1, 2021,” the ministry's press service said.

In mid-June, the State Duma adopted a law that stipulates the obligation of telecom operators to provide free access to socially significant domestic sites and programs. The list of such socially significant resources will have to be formed by a special government commission, its composition and operating procedure will be determined by the cabinet of ministers of the Russian Federation.

The register should include the official websites of state bodies and local self-government bodies, state non-budgetary funds of the Russian Federation and portals of public services, selected by the commission, follows from the text of the law. At the same time, the list can be supplemented by other sites and programs. These norms of the adopted law come into force on December 1, 2021.

At the end of last year, Prime Minister Mikhail Mishustin said that the list of sites to which telecom operators will provide free access will also include popular social networks, portals for children and parents, information and entertainment virtual pages, as well as Internet versions of leading media mass media.
