The Russian government decided to begin an experiment on the use of an enhanced electronic signature in the provision of public services from July 20. The corresponding document was published on the portal of legal information.
“To conduct an experiment on the use of an enhanced electronic signature from July 20, 2021 to July 31, 2022,” the document says.
One of the objectives of the experiment is to test the use of an enhanced unqualified electronic signature by individuals when receiving government services. The ministry will coordinate the experiment.
It was recommended that Rostelecom and VTB take part and, within 90 days after the document enters into force, ensure the creation of a digital platform for the issuance of document signing certificates, as well as the testing of an enhanced electronic signature.
The resolution comes into force from the day of its official publication.
An electronic signature is a tool that can be used to identify an individual or legal entity without his personal presence. In Russia, three types of signatures are used in electronic document management, they differ in the degree of protection and scope. An enhanced unqualified electronic signature is two unique sequences of characters: an electronic signature key and an electronic signature verification key.
