Ending the War in Ukraine: ISW Says Kremlin Ready to Consider Compromises on Putin's Demands

The Russians are not ready to give in.

Russian Foreign Minister Sergei Lavrov rejected two proposals that the team of newly elected US President Donald Trump considered in early November 2024 as conditions for ending the war in Ukraine. The talk is about postponing Ukraine's membership in NATO for 20 years and deploying European peacekeepers in Ukraine.

In an interview with the Kremlin news outlet TASS, published on December 29, Lavrov said that Russia is not satisfied with the proposals of the Trump team, Lavrov is hardening the clear rejection of Russian President Vladimir Putin on December 26 regarding the proposal of the Trump team to postpone Ukraine's membership in NATO for 20 years. Lavrov said any deal to end the war in Ukraine “must address the root causes of Russia's invasion of Ukraine and “create a mechanism that will eliminate the possibility of their violation.”

“Lavrov said in a Dec. 26 interview that the two main root causes of the war were NATO's alleged violation of commitments not to advance eastward, the “aggressive absorption” of territory near Russia's borders, and the Ukrainian government's alleged discrimination against ethnic Russians and the Russian language, media, and culture in Ukraine.”

Analysts note that Lavrov's statements are part of ongoing statements by Russian officials that the Kremlin refuses to consider any compromises regarding Putin's demands for a permanent 2021 or early 2022 settlement.

“These demands include forcing Ukraine to become permanently neutral a state that will never join NATO, imposing strict limits on the size of the Ukrainian army and eliminating the Ukrainian government,” ISW concluded.

Earlier it was reported that Kremlin dictator Vladimir Putin made a number of statements about the so-called “SVO” and achieving peace. According to him, Russia is seeking to end the war.
