The electronic account of conscripts, conscripts and reservists went live on May 18th. This tool is designed to digitalize and therefore simplify military registration of citizens.
In a commentary to ICTV Facts, the Deputy Minister of Defense for Digital Development, Digital Transformations and Digitalization Ekaterina Chernorenko told what functions the electronic account of a military service member has.
Functions of the electronic account of a person liable for military service
The electronic account of conscripts, conscripts and reservists is implemented in the format of the mobile application Reserve+.

From May 18, it can be downloaded from the official App Store and Google Play markets.
Ekaterina Chernogorenko notes that, first of all, a mobile application for those liable for military service will provide an opportunity to fulfill their legal obligation — update contact information within 60 days. This can be done in a few clicks without queues.
We are talking about the following data: mobile phone, email if available and actual place of residence.
All military personnel, conscripts and reservists from 18 to 60 years old must update their information by July 16.
After the update, each person liable for military service will be able to view what data about him is in the Oberig state registry.
— However, this is not the only functionality that is expected in the application. The instrument will serve as an assistant for those liable for military service. Details later,” noted the Deputy Minister of Defense.
What information about a person liable for military service will be in the electronic account
According to Ekaterina Chernogorenko, a person liable for military service will be able to view the data that is available about him in the Oberig register, in particular:
- last name, first name and patronymic,
- date of birth,
- is he registered with the military,
- is there a postponement or reservation,
- information about the resolution and date of the Military Medical Commission (military medical commission),
- rank (if the person served previously),
- military specialty,
- RNUKPP (registration number of the taxpayer’s account card),
- in which TCC the person liable for military service is registered and the like.
Advantages of the electronic office
Deputy Minister of Defense Ekaterina Chernorenko notes that the main advantage of the electronic office — this is his convenience.
The law stipulates that those liable for military service must update their data in the TCC and SP, TsPAU or through an electronic account.
— Through the e-account, this can be done online from anywhere and even from abroad — no need to stand in lines. We are creating a convenient tool that will save the time and energy of our citizens,” noted Ekaterina Chernogorenko.
From June 18 in the Reserve+ application it should be possible to generate an extract from the Oberig register after clarifying your data (we are talking about electronic military registration document).
Will there be a reservation through an electronic account
According to the Deputy Minister of Defense, the Ministry of Economy and the Ministry of Digital Transformation are now handling the reservation.
As of now, this service is not provided in the application for those liable for military service.
Will subpoenas be sent via e-office in the future
— The law does not provide for changes in notification methods — the summons is delivered in person and certified by signature. On the technical side — this is also not in the plans to launch the following services in the application, — stated Ekaterina Chernorenko.
Recall that on April 11, the Verkhovna Rada adopted a law on mobilization. On April 16, President Vladimir Zelensky signed the document.
The law on mobilization with new amendments came into force on May 18.
