Satellite images show progress in building a plant in Russia that will mass produce Iranian kamikaze drones.
Moscow is expected to target Ukrainian energy facilities with these drones.
This was reported by Reuters with reference to a research organization.
Despite the progress, neither the United States nor its allies have imposed sanctions against the plant's owner, JSC Alabuga, and its associated companies, the Institute of Science and International Security said in a report.
Also, according to media reports, the White House, the Russian Embassy and the Iranian mission to the UN did not immediately respond to requests for comment.
The report said satellite imagery taken in mid-September showed new construction at the plant directly correlated with a leaked surface plan of the building that the Washington Post shared with the institute earlier this year.
According to other leaked documents, the building will be used for mass production of the Iranian Shahed-136, including improving Iranian manufacturing processes “and ultimately expanding the capabilities of the drone,” the report said.
The satellite image also showed the construction of other structures and new security perimeters with checkpoints, the report said.
“With winter quickly approaching… Russia can be expected to accelerate its attacks on Ukraine's vital energy infrastructure with Shahed-136, creating brutal living conditions for civilians,” the report said.
A “key overdue step” for Washington is sanctions against Alabuga and its related companies, the report said.
