The Chinese authorities will limit the recommendation service for online stores, social networks and other IT companies. They will have to explain the purpose and mechanisms of the recommendation in an “explicit” manner, and provide users with convenient options for disabling. Algorithms should not be used for price discrimination based on user preferences and habits, the authorities stressed.
The PRC Cyberspace Administration has submitted a draft “Algorithm Recommendations Management Rules”. The document will directly affect ByteDance (the owner of the TikTok social network), Tencent (the owner of the WeChat messenger) and a number of other companies. The 30-point rule will prohibit the promotion of Internet addiction and other actions that threaten national security and economic order. Bloomberg reported.
It is unclear how the department will implement its initiative, the newspaper noted. The list of companies that may be affected by the rule is also wide: the Chinese Alibaba uses algorithms for recommending products to customers, and the American Apple directs users to certain products in its App Store.
Once the draft is accepted, companies will be required to disclose the fundamentals of any algorithm recommendation service. If the user wants to disconnect from the recommendation system, the request must be fulfilled immediately. It will also become mandatory for IT companies to constantly test algorithms. This is necessary to combat prohibited content and addiction to users.
The actions of the Chinese authorities correspond to the sentiments of the authorities in other countries of the world. Europe and the US accused Facebook and Google of posting news and videos that exacerbate the political situation and incite violence.
