“We still believe that the rules-based order matters, and there are certain countries that would like to act contrary to that order,” Kirby noted.
He noted that this is why the United States continues to strengthen alliances as well as partnerships in the Indo-Pacific region to the appropriate level.
At the same time, a White House representative noted that Washington does not yet have information indicating that Beijing is transferring lethal weapons to Moscow.
