There was no delegation from China at the Swiss Peace Summit because Russian dictator Vladimir Putin asked Beijing to do so.
This was stated by Joe Biden's foreign policy advisor Jake Sullivan.
China was not at the Peace Summit
Official Beijing stated that any peace process regarding the war in Ukraine requires the participation of both Russia and Ukraine. In addition, China has put forward its own plan for resolving the war.

U.S. intelligence says China has increased sales to Russia of manufacturing machines, microelectronics and other technologies that the Kremlin uses to make missiles, tanks, planes and other weapons.

Russia’s position regarding the world summit
Russia was not invited to the first Peace Summit. The Kremlin called the summit biased and said it was meaningless without Russia's participation. Brazil also shares the same opinion — also believes that the Russian Federation should have been invited to the first summit.
Ukraine does not rule out that there may already be representatives of the Russian Federation at the second World Summit.
