Blocked 50 billion euros: what are the options for circumventing Hungary’s veto to help Ukraine

Hungary may once again veto the provision of 50 billion euros to Ukraine for 2024-2027 at the EU summit on 1 February. Fortunately, there are options to circumvent the will of the country.

Ukrainian Ambassador to the EU Vsevolod Chentsov spoke about this in an interview with Forbes.

According to Chentsov, there are the following options:

The very first option, as the ambassador notes, is cheaper and more convenient, so it is preferred. Hungary understands that there are alternatives to override its veto. Moreover, no country can play this all the time.

Chentsov believes that, most likely, the first option will be accepted.

“The final decision may contain safeguards or provisions for periodic review of the figures. Last year the EU provided about €18 billion to cover the budget deficit – this year the figures will be approximately the same. In the future, the amount of borrowing will depend depending on needs. We hope that Ukraine’s economy will start working and the need for borrowing will decrease,” the ambassador concludes.

Recall that Hungarian Prime Minister Viktor Orban opposed the allocation of 50 billion euros for Ukraine. The head of the Hungarian government, Viktor Orban, believes that financial support for Ukraine should not “harm” the EU budget.
