Western partners have not reached a consensus on allowing Ukraine to use long-range weapons.
On Friday, October 18, US President Joe Biden, after a meeting in Berlin with the leaders of Germany, France and Britain, announced that there was no consensus on allowing Ukraine to use long-range weapons for strikes deep into Russia. no consensus was reached.

Answering journalists' questions about long-range weapons, which are one of the points of the “victory plan” announced by Zelensky, the American president noted that in foreign policy there is never an “I will not change my mind”, hinting at a possible change in the partners' position. However, he emphasized that consensus had not been reached.
At the same time, Joe Biden refused to “speculate” on this topic, without specifying what must happen for Ukraine's Western partners to “change their minds”.
“We will support Ukraine. We will make sure that she has all the capabilities that she needs,” the US President said in response to a question about whether a consensus had been reached on the “winning plan” that Zelensky had unveiled.
Recall that the White House National Security Council’s Coordinator for Strategic Communications John Kirby said at a briefing in Berlin that the administration of US President Joe Biden supports the Winning Plan proposed by Ukrainian President Volodymyr Zelensky.
