Arrest of Shoigu's Associate: ISW Assesses Kremlin's “Purge” Campaign in Defense Ministry

The FSB has arrested former Deputy Minister of Defense of Russia, General Dmitry Bulgakov. The arrest of Shoigu's associate on corruption charges occurred on Friday, July 26.

Analysts at the Institute for the Study of War (ISW) noted that since April 2024, the Kremlin has continued to make “coordinated efforts” to eliminate high-ranking officials of the Ministry of Defense.

According to Russian media, Bulgakov is accused of using his official position in the department to lobby for the interests of the Gryazinsky Food Processing Plant in the Lipetsk Region. Sources in Russian law enforcement agencies claim that Bulgakov helped the plant's management win contracts to supply food to the Ministry of Defense, under which the army received low-quality products at inflated prices.

The management of the Gryazinsky Food Processing Plant was arrested back in April, accused of embezzling funds from the Defense Ministry's state order. But until yesterday, Bulgakov was listed as a witness in the case.

It is known that Bulgakov held the position of Deputy Defense Minister from 2008 to 2022 and was responsible for the logistical support of the army. In September 2022, he was dismissed from his post and, according to official information, allegedly transferred to another, unspecified position. But sources in some Russian media claim that since 2022, Bulgakov has been a witness in several corruption cases.

Russian pro-war bloggers accuse Bulgakov of systemic problems with the provision of Russian occupation troops at the beginning of Russia's full-scale invasion of Ukraine in 2022, from which the army still cannot recover.

Recall that high-profile dismissals and arrests of high-ranking officials of the Ministry of Defense and senior officers directly commanding military operations in the war in Ukraine continue in the Russian Federation. Analysts say the Kremlin wants Russian military officials to understand that none of them is immune from the consequences of losing Putin's favor.
