The issue was noticed in both the public release of iOS 15 and the second beta of iOS 15.1.

“Until this error is fixed, if you downloaded photos from iMessage, you must make sure to save the message to iMessage and not delete it to prevent the photo from automatically disappearing from your devices,” the authors noted.
