An application “Gosdoki” for electronic documents will appear in Russia

The Russian authorities are developing a Gosdoki application that will replace paper documents with electronic ones. The utility will appear as part of the Citizen's Digital Profile project.

Responsible for the development is the working group “National Innovation System” under the leadership of Deputy Prime Minister Dmitry Chernyshenko, “Vedomosti” reported with reference to the document. The possibility of creating “Gosdokov” is indeed being discussed, a spokesman for the official’s office told the newspaper.

The application can be launched this year. The cost of its development is estimated at 1.3 billion rubles, of which 400 million rubles will be allocated in 2021. It is expected that in three years, citizens will be able to present through the “Gosdoki” up to 30 types of documents, including SNILS, TIN, medical policy (OMS) and driver's license. Their paper equivalents will no longer be issued, which will save resources that are spent on printing 5 billion documents annually.

There will be no Russian passport in the State Documents. A separate application will be created for its digital version, while allowing the Russians to keep the paper version, the project says.

The head of the Ministry of Digital Science Maksut Shadayev spoke about the imminent launch of a project to create digital documents back in November 2020. He explained that the technology was worked out during the first wave of coronavirus using the example of digital passes from QR codes. By the same principle, the authorities want to create electronic duplicates of a driver's license, vehicle registration certificate and other documents. In January, Oleg Kachanov, deputy head of the Ministry of Digital Industry, noted that the department, together with the Ministry of Internal Affairs, had already worked out an experiment to replace a driver's license with an application with a QR code.

Earlier, the Ministry of Finance posted a draft presidential decree on the electronic passport of a citizen of the Russian Federation, according to which Russians will be able to draw up such documents from December 1, 2021. Residents of Moscow will be the first to test the innovation. By July 1, 2023, it will be extended to other regions. The passport will be a plastic card with a chip on which the personal and biometric data of the Russian citizen will be recorded.

Other public services are also transferred online. In particular, in 2021 Russia should see the super services “Birth of a Child”, “Loss of a loved one”, “Justice Online” and many others, which will allow citizens not to apply to various authorities and collect certificates.
