According to Dmitry Davydov, in order for Russia not to find itself in the position of “catching up with technical progress”, it is necessary, given the rapid growth of technologies and the reduction in the cost of programming components and storage of large amounts of information, today to think about a system of individual marking numbers for everyone who has committed a crime on the territory of the Russian Federation. regardless of whether they are serving or have served their sentence (with the exception of conditionally convicted).
This number, according to the proposal of the entrepreneur, will be somewhat similar to the mobile phone marking system, when using a GPS module and a geolocation system, you can track the location of the device.
The processor or chip must be made on an organic basis so as not to create discomfort for the carrier, but also not to provide an opportunity to get rid of it. The chip will send a constant signal with the coordinates of the owner's location to the local satellite through a system of cellular antennas.
Crime Tracking System
Davydov believes that the system will help to search for participants in crimes among the “risk groups”. In addition, it will help to catch especially dangerous criminals in high-profile cases online. For example, in the case of a prisoner escape.
He believes that in this way relapse will sharply decrease – the main source of the formation of the professional underworld.
The very factor that after the first proven crime, a person is under constant control until the end of his life, will serve as a deterrent and a kind of stopper when making a fatal decision, which is often made on the basis of the principle of “carry over.”
Benefits for Law Abiding Citizens
The entrepreneur suggests that law-abiding citizens should be given the opportunity to voluntarily take advantage of the capabilities of this system. A request to install a chip and enter information into a single database will be possible when the applicant himself applies; both parents regarding minor children (after 14 years only with their own written consent); and in relation to close relatives or persons under guardianship in the event that the latter, for health reasons or due to age, are not able to partially or permanently provide reliable information about their identity.
According to Davydov, in this way the system will avoid unrest in the event of a missing child or elderly family members. It will determine the location of the chipped in case of kidnapping or a threat to life, as is the case today with the detection of cars by the radio beacon installed on them.
In addition, the entrepreneur draws attention to the fact that such a system can completely replace all types of identity cards, which will make it possible to identify a person in any government and financial institutions using an individual chip.
If the idea proposed by Davydov is implemented, Russia may become, in his opinion, the first country in the world where the kidnapping or disappearance of people will be completely excluded. In addition, he claims that other states that have received practical confirmation of the high efficiency and functionality of this system will immediately purchase licenses from Russia to use these technologies, or join the project as subscriber users.
The entrepreneur believes that if today we begin to create special units that will be engaged in the development, technical solution and implementation of this idea, then Russia will soon expect a significant decrease in crime. This, emphasizes Davydov, will have a beneficial effect on the investment attractiveness of the country and on raising the standard of living of the citizens of our country. At the same time, he draws attention to the fact that without legislative support of the proposed ideas from the state, they cannot be implemented, and calls on the authorities to pay attention to them.
